Unstructured reply
Start by loading the word list and caching it so repeated calls do not fetch the same remote resource. The loader returns the words, and the cache reuses that result on later calls.
For decryption, the possible answers come from the supplied word list. Instead of trying to invert an ambiguous mapping, encrypt each candidate word and compare the result with the ciphertext.

Use a set because more than one word can produce the same ciphertext. Every character must be present in the key for a candidate to match. Strip the line ending from each word before checking it.
Then return the accumulated set. The cache belongs on the loader, while the candidate loop belongs in decrypt. The equality check connects the candidate’s forward encryption with the input ciphertext.
